Empire Blue Cross and Healthnet, most consumer complaints
Empire Blue Cross Blue Shield and its subsidiary maintenance of health, the Organization of consumer complaints, more than any other health insurance in the state’s annual ranking released last week.
The assessments are based on 2649 consumer complaints followed by the state in 1993. The State shall take into account the size of a business insurer in the development of a “complaint report” for purposes of classification.

“A large proportion of complaints they receive are delays in payments,” said Cotter. “You are a large insurer and sometimes even the economies of scale does not work well.”
Empire daughter, HealthNet, based on 36 complaints, 29 rank among the worst HMO’s measured. Last year, there have been worse ninth place.
Empire officials said their company provides elderly and sicker than most companies. This complex product argued that would bring more complaints, said the insurer.
The company said the department of failing to compare empire with all health insurance gives a misleading picture of its performance.
“Empire is a quick view, a service for its customers,” the company said in a prepared statement.
Among the commercial insurers, according to the federal classification worse. Four companies - Arista insurance, Connecticut Mutual Life, IDS Financial Group and Liberty Life Insurance of Boston - had no complaints. Metropolitan Life, the commercial insurers with most companies in New York, ranking fifth worst.

Four HMO’s had no complaints against maintain them, he said. They were Metropolitan Health Plan, Managed Health, Health Services of New York, doctors and patients’ Choice.
Blue Choice is consistently solid, with only two complaints in spite of $ 573 million of premiums, he said.
