Empire Blue Cross and Healthnet, most consumer complaints
Empire Blue Cross Blue Shield and its subsidiary maintenance of health, the Organization of consumer complaints, more than any other health insurance in the state’s annual ranking released last week.

Empire officials said their company provides elderly and sicker than most companies. This complex product argued that would bring more complaints, said the insurer.
The company said the department of failing to compare empire with all health insurance gives a misleading picture of its performance.
“Empire is a quick view, a service for its customers,” the company said in a prepared statement.
Among the commercial insurers, according to the federal classification worse. Four companies - Arista insurance, Connecticut Mutual Life, IDS Financial Group and Liberty Life Insurance of Boston - had no complaints.
